This framework sets out how ADB and its borrowers and clients need to protect people and the environment from projects’ potential adverse impacts.
Asian Development Bank and World Bank: Full Mutual Reliance Framework
This paper proposes a full mutual reliance framework (FMRF) between the World Bank (WB) and the Asian Development Bank (ADB) to allow borrowers to apply a single set of operational policy requirements and engage with a single lender in charge of appraising and supervising/monitoring cofinanced projects.
The Office of Safeguards (OSFG) implements and monitors ADB's safeguards policy and procedures. It advises ADB Management and supports operational departments, borrowers, and clients to avoid or minimize environmental and social risks in development projects. OSFG also helps developing member countries and other clients build their capacity to deliver better safeguards.
Disclosed Safeguards Documents
OSFG works with borrowers/clients to disclose safeguards documents, keeping project-affected people and other stakeholders informed, while being mindful of confidentiality risks fostering trust and enhancing the effectiveness of safeguard measures.
Document Definitions
- Environmental and Social Documents (EIA/ESIA/IEE). Depending on the degree of environmental impact and financial modality, a project is required to prepare an Environmental Impact Assessment (EIA) with Environmental Management Plan (EMP), an Initial Environmental Examination (IEE), or Environmental and Social Impact Assessment (ESIA).
- Involuntary Resettlement Plans and Frameworks. Resettlement plan or framework is required for projects involving involuntary resettlement. These plans/framework are prepared commensurate with the extent and degree of the impacts which are determined by (i) the scope of physical and economic displacement, and (ii) the vulnerability of the affected persons.
- Indigenous Peoples Plans and Frameworks. For projects with impacts on Indigenous Peoples, an Indigenous Peoples plan, or framework is required. The level of detail and comprehensiveness is commensurate with the degree of impacts determined by evaluating (i) the magnitude of the impact on Indigenous Peoples’, and (ii) the vulnerability of the affected Indigenous Peoples.
- Program Safeguard System Assessments (PSSA). For a results based lending program that is likely to have environmental and/or social impacts, a PSSA is prepared to assess the current government program safeguard system for managing environmental, involuntary resettlement, and indigenous peoples impacts and risks is undertake.
- Environment and Social Management Systems (ESMS). Environmental and Social Management System (ESMS) is required for financial intermediary investments (FIs) and general corporate finance. This document provides policies, procedures, reporting mechanisms and organizational capacity to manage environmental and social issues arising out of operations and activities.
- Environmental Assessment and Review Framework (EARF). Environmental Assessment and Review Framework (EARF) is required for multi-tranche financing facility, sector loan and emergency loan. These documents provide policies, procedures, reporting mechanisms and organizational capacity to manage environmental and social issues arising out of operations and activities.
- Monitoring Report. Social and Environmental Monitoring Report presents the status of implementation of the plans, activities and programs described in the safeguard documents and reports unanticipated safeguard issues encountered during project implementation and/or operation. It also includes recommendation how to address those issues.
- Compliance Audit Report. Environment and social compliance audit reports describe project compliance with environmental and social safeguards requirements and include information on consultations and participation of affected people, as well as recommendations.
- Due Diligence Report. Safeguards due diligence reports are prepared as part of safeguard due diligence and review to ensure compliance with ADB safeguard policy due diligence requirements.
